On 12 January, CO₂ Value Europe published its response to the ongoing EU consultation on the upcoming CO₂ markets and infrastructure package, which builds on our September 2025 position paper on the same topic (available here).
Our core message is clear: the incoming legislative package is promising for Europe and can be a crucial step to enable large-scale investment in carbon capture. However, to be truly effective, it must address not only geological CO₂ storage (CCS), but also carbon utilisation (CCU).
A well-designed CO₂ single market is key to making this happen. CCU will thrive from such a market, while also helping to build it by diversifying CO₂ destinations and generating additional revenues that can support the deployment of CO₂ transport and infrastructure.

What’s next:
In addition to our written contribution, our Policy Director, Tudy Bernier, will take part in a panel discussion on CO2 transport on 29 January, organised by ERCST, alongside Alexandre Dedo (DG ENER), Mihai Florea (Holcim), Stefan Gielis (Air Liquide), and others.
In the coming weeks, we will also engage more broadly with EU policymakers to advocate for an inclusive CO₂ package – one that unlocks the full potential of CCS, carbon removals and CCU, together.
