Dear CO₂ Value Europe Members and Followers, The summer is there, but CCU developments are not taking a break. We are happy to bring you the updated results of our modelling exercise on the contribution of CCU to climate neutrality by 2050. We have improved the model, we have corrected issues from the first version, and added cost elements and national disaggregation data. This is an ongoing and dynamic exercise to bring robust quantitative information on the role of CCU. In September, we will complement this publication with a detailed methodological report and more sectoral and thematic factsheets, so stay tuned. At the same time, we are waiting for the release of the European Commission’s proposal for the ETS revision that touches upon many CCU-relevant aspects. This is expected any day now and will keep us occupied during the summer break, together with further policy developments (e.g. Critical Chemicals Alliance, review of the post-2030 RED framework, etc.). Our involvement in EU-funded projects continues with ACTHYVE and SUN2X-SET, two new projects focusing on Technology Infrastructures for hydrogen and derivatives (please check the surveys published and contribute to them) and the development of a Direct Solar Fuels community, respectively. From a governance viewpoint, we want to say a big thank you to Walter Eevers, former Chairman and longest-standing Board Member of CO₂ Value Europe, as he pursues a new career path at the European Innovation Council (EIC), and welcome Karl Hauptmeier as the new Chairman of CO₂ Value Europe, leading us to exciting new chapters. Finally, our annual event for our members is approaching on the 8-9 October in Berlin, hosted by our member Ucaneo. Dear CO₂ Value Europe Members and Followers, Considering the current geopolitical situation, we live in turbulent times. The impact is visible in our economy, our industries, and our daily lives. We believe that further investment in the development of cleantech, like Carbon Capture and Utilisation (CCU), can provide solutions that will increase European sovereignty, resilience, and reduce external dependencies. In this newsletter, there are examples of CCU facilities using European technology but becoming operational outside Europe. This introduces the question of whether Europe is doing enough to incentivise such value chains to stay and be deployed in Europe, to contribute to our climate mitigation goals and industrial competitiveness. To answer this question, a robust and supportive policy framework is required. The recently published AccelerateEU gives the right signal towards reducing dependencies on fossil resources through technologies like CCU. It is imperative that the upcoming policy packages, including ETS revision, Circular Economy Act, and CO₂ Markets & Infrastructure, provide tangible incentives for this transition. We are happy to announce that our annual event, CO₂ Value Europe Days, will take place in Berlin, Germany, on 8-9 October, hosted by our member Ucaneo. This event marks our 10th anniversary as an Association - 10 years of continuous efforts with our members to develop and deploy CCU value chains at impactful scales. Dear CO₂ Value Europe Members and Followers, The start of 2026 has already confirmed that this will be a decisive year for Europe’s industrial transformation. On 11 February, CO₂ Value Europe took part in the European Industrial Summit, bringing a clear message to policymakers and industry leaders alike: now is not the time to weaken Europe’s climate ambitions, but to make them actionable. Delivering on climate neutrality requires providing EU industrial actors with the right tools, regulatory clarity, and financial support to turn targets into concrete projects. Carbon Capture and Utilisation (hashtag#CCU) have a central role to play in this effort. We also welcome the growing recognition of CCU in key industrial initiatives. Our participation in the Critical Chemicals Alliance lead markets workstream, which explicitly references CCU in its mandate, is a positive signal for our community. On the other hand, it is alarming that regulatory packages like the CO₂ markets and infrastructure and the Circular Economy Act do not include CCU to the extent they should. On the funding front, while the Innovation Fund 2025 call will be closing in April, the European Commission has launched the Innovation Fund 2026 call stakeholder consultation, offering a timely chance to help shape the future of EU support for industrial carbon management and CCU projects. At the Secretariat level, we are pleased to announce the creation of a new Working Group on Research, Development and Innovation to strengthen the link between science, industry and policy. In this edition, you will also find information on upcoming CCU-related events to help you stay informed and engaged in the months ahead. Finally, we are pleased to welcome two new members to our association: Ucaneo and Ragn-Sells. Their expertise and commitment further strengthen our diverse and dynamic community. As always, we thank you for your continued engagement and collaboration, and we look forward to advancing Europe’s CCU agenda together in 2026.

Dear CO2 Value Europe members and followers, As the year comes to a close, this holiday edition of our newsletter highlights a particularly dense period for Carbon Capture and Utilisation (CCU) at EU level. The European Commission is laying the groundwork for major upcoming initiatives – from the revision of the ETS, to the upcoming Circular Economy Act and the CO2 transport infrastructure and CO2 markets framework – while a series of new rules, strategies and plans have recently been adopted. Together, they confirm that CCU is increasingly on the EU agenda, but also show that key choices and challenges still lie ahead. In this issue, we summarise where CCU is gaining ground, and where wider recognition, stronger political ownership and clearer frameworks are still needed. We also look at funding opportunities for the CCU community. The publication of the Horizon Europe 2026–2027 Work Programmes opens several relevant calls across capture, utilisation and enabling technologies, while the Innovation Fund continues to support industrial carbon management, with a notable share of CCU projects among the selected proposals. In the articles below, you will find an overview of the most relevant opportunities and how CO2 Value Europe is supporting its members in navigating them. This edition is also an opportunity to warmly welcome two new members to our association: the Universidad Autónoma de Madrid and the National Institute of Chemistry, our first member from Slovenia. We are delighted to have them join our growing and increasingly diverse community. Dear CO2 Value Europe members and followers, The October edition of our newsletter arrives just days after our annual event, the CO2 Value Europe Days, co-hosted by two of our members: TNO and Fluor, in Rijswijk, the Netherlands. Bringing together over 120 leading voices in the Carbon Capture and Utilisation (CCU) community, the two days were filled with impactful exchanges on project progress, strategic discussions on scaling-up and making CCU bankable, policy developments at national and EU level , and opportunities for community building. The transition from summer to autumn has been an exceptionally busy period for our policy work. Our team met with several European Commission officials to advocate for increased CCU involvement in the Commission’s modelling and policy instruments. With the Commission’s new policy agenda around the Clean Industrial Deal, an unprecedented wave of consultations emerged, outlining measures to support the green transition and highlighting CCU’s growing importance in future legislation. Our policy team responded to 10 consultations related to CCU technologies and is currently preparing a contribution to the upcoming Circular Economy Act. On the scientific front, CO2 Value Europe contributed expertise to a new World Economic Forum paper on CCU. The paper addresses CCU definitions, technical approaches, and policy considerations, emphasising its potential to drive sustainable industry, open new markets, and reduce emissions—provided it receives strong public support. Adding to the momentum, the 2025 Nobel Prize in Chemistry was awarded to the creators of metal-organic frameworks (MOFs), innovative molecular structures that can also be applied to carbon capture, thus opening major scientific and industrial opportunities in the near future. Finally, we are glad to welcome five new members: Green Gas and Liquids, Université de Lorraine, TTP, and Bosch Thin Metal Technologies. Their expertise further strengthens our growing CCU community. Dear CO2 Value Europe members and followers, As always, the summer period is quite busy in policy design as the Commission is setting the ground for the post-2030 policy landscape that should match climate goals with the necessary tools for industrial actors to achieve them. The updated State Aid rules (CISAF) now support CCU, mineralisation, and synthetic fuels. Also, the proposed 2040 climate target aims for a 90% net GHG reduction, with CCU identified as a key enabler. So, CCU is steadily recognised among the available zero and low-carbon solutions, but further work is needed to remove all the blocking elements that would allow investments in CCU projects to be realised at industrially relevant scales. Together with our Policy Team, we’re actively contributing to the discussions shaping future legal definitions and frameworks. A new wave of Horizon Europe topics was published with the 2025 Work Programmes, some of them very relevant for the CCU community as we presented in a recent webinar to our members. We remain committed to supporting the CCU community in creating competitive consortia to address those topics and showcase member-driven innovation. June 2025 also marked the successful conclusion of two of our EU-funded projects. VIVALDI (101000441) developed circular and innovative biotechnological solutions to convert gaseous emissions from bio-based industries into CO2-based chemicals, and SUNER-C (101058481) developed and structured the European innovation ecosystem behind solar fuels and chemicals. We are proud of our involvement as dissemination and communication leaders in both projects, ensuring wide audience engagement. We are also proud to celebrate outstanding achievements from our members: UP Catalyst and its CO2-to-graphite technology was the winner of the "Best CO2 Utilisation 2025” award and was also selected as a Strategic Project under the Critical Raw Materials Act. And INERATEC inaugurated ERA-ONE, one of the largest facilities of its kind in Frankfurt, producing approximately 2.5 kt of e-fuels annually. Looking ahead, join us on 9-10 October in the Netherlands for the 9th CO2 Value Days & General Assembly, co-hosted by our members TNO and Fluor. This event is a key opportunity to engage on EU policy, strategy, and decisions that will shape our work in the coming year. Dear CO2 Value Europe members and followers, The last two months have seen notable progress in Carbon Capture and Utilisation (CCU) across Europe. We are proud to celebrate the outstanding achievements of four of our members — eChemicles, Skytree, TNO, and UP Catalyst — who have been nominated for the “Best CO2 Utilisation 2025” award. Their groundbreaking innovations in electrolysis, direct air capture, sustainable fuels, and battery-grade materials are clear examples of the creativity and leadership that are needed to build a circular carbon economy with CCU. The CO2SMOS Final Conference, held at the beginning of April, marked the conclusion of four years of hard work and collaboration, and we are proud to have been part of this ambitious consortium. Throughout the project, CO2 Value Europe led the communication and dissemination activities, ensuring that major advancements in biogenic CO2 utilisation and industry integration reached a wide audience. The final discussions made it clear: continued collaboration between researchers, industries, and policymakers will be essential to scale up these innovations and drive real impact. On the policy side, the EU adopted rules to support the production of eSAFs and is entering a busy period in designing and implementing important initiatives arising from the Clean Industrial Deal, e.g. on State Aid or on lead markets, as well as other crucial reforms such as the ETS 2026 revision that will certainly impact the development of the CCU value chain. Looking ahead, we continue to support innovation through events specifically designed for our members, such as our 27 May webinar on the next Horizon Europe 2025 and the 9th CO2 Value Days this October in the Netherlands. These platforms are essential to maintaining strong momentum and ensuring CCU remains central to Europe’s Green Deal. With yesterday’s launch of the Clean Industrial Deal, the European Commission has set a clear path toward strengthening industrial sovereignty while accelerating the shift to renewable energy, hydrogen, and Carbon Capture and Utilisation (CCU). This policy framework reflects a growing recognition that industrial resilience and climate action must go hand in hand. CO2 Value Europe had a leading role in presenting policy recommendations to address challenges for large scale deployment of CCU within the Industrial Carbon Forum and its working group on CCU that we co-chaired. With the addition of Alexandra de Schonen (SUEZ) and Steffi Götzel (Celanese) to our Board of Directors, we are strengthening our advocacy efforts, ensuring CCU’s role is firmly embedded in policy discussions. Their expertise in the Waste-to-Energy sector and the circular economy, respectively, will support our mission to drive impactful change. Our growing community, including new members GRDF and SeaO₂, is a testament to the increasing momentum behind CCU. Dear CO2 Value Europe members and followers, As 2024 comes to a close and we prepare for the winter break, it’s the perfect time to reflect on our progress in advancing Carbon Capture and Utilisation (CCU) in Europe and beyond. In a world focused on cost-effective climate change solutions, our efforts are more relevant than ever. This year, we’ve reached significant milestones in CCU technologies, research, and policy. From groundbreaking advancements in turning CO2 into valuable products to the collaborative work of our members and Scientific Advisory Committee driving policy and research, the momentum for CCU is undeniable despite the challenges. In early 2024, we published our first quantitative assessment of the CCU’s contribution to climate neutrality in the EU, highlighting its potential as a climate-mitigating solution. The European Commission recommended ambitious 2040 climate targets, and the Industrial Carbon Management Strategy gave a first quantification of CCU volumes needed in 2040 and 2050. The Net Zero Industry Act also put forward CO2 utilisation and CCU fuels as net zero technologies. The new EU elections brought shifts in the European Parliament but Ursula von der Leyen committed to the objectives of the Green Deal upon reelection. We now also focus on the Clean Industrial Deal’s potential impact on CCU projects in the coming years. The Innovation Fund calls launched in December present fresh opportunities for our members to accelerate defossilisation projects. These include new targets for net-zero technologies and renewable hydrogen production through the European Hydrogen Bank auction. These accomplishments, highlighted by our growth to 31 new members, are a clear demonstration of the dedication and collective commitment of our community, united by a shared vision. As we take a well-deserved holiday break, let’s reflect on our progress, recharge for 2025, and reaffirm our shared goal of mitigating climate change. Dear CO2 Value Europe members and followers, The October edition of our newsletter is here, only a few days after our annual event, CO2 Value Days and General Assembly, in Grenoble, France, where more than 150 experts from the CCU community gathered to exchange about the latest developments in the CCU field and initiate new collaborations. It was wonderful to see the growth of the CO2 Value Europe community within just one year, a signal of the importance stakeholders along the value chain have to CCU. I reaffirmed this a few days later during the Industrial Carbon Management Forum plenary in Pau, France, where I had the opportunity to present the progress of the Working Group on CCU, which we are co-chairing as mandated by the European Commission, to hundreds of stakeholders in-person and many more online. With the new Commission nearly in place, we expect continued dedication to achieving the goals of the Green Deal, with a stronger emphasis on maintaining industrial competitiveness. We will continue to showcase CCU's contribution to both the Green Deal and industrial competitiveness, including in emerging policy areas such as incentivising captured carbon as an alternative feedstock for chemicals. In this edition, you are invited to look at the latest topics of the 2024 Horizon Europe Work Programmes (closing in February 2025) and prepare for the new wave of calls in the Innovation Fund, expected in early December. Please also consider the list of interesting events for the next months where our members can benefit from preferential rates. Dear Members and Followers, The April 2024 edition of our newsletter marks an important milestone for CO2 Value Europe as we have reached 100 members! Industrial actors, SME technology providers, RTO, academia and clusters are all part of the growing CO2 Value Europe community. It is thanks to them and our collaboration that has resulted in the role of CCU increasingly being recognised in the last few years. We have come a long way since the founding of our association almost 7 years ago, and we still have a lot of work to do to establish a supportive and consistent framework for the wide deployment of CCU solutions in Europe. Dear Members and Followers, Our first Newsletter for 2024 comes with important developments in the CCU sphere. We are happy to bring you our quantitative assessment of the contribution of CCU towards climate neutrality in the EU, an extensive exercise of scenario development and modelling of CCU's role by 2050 co-realised with many CCU stakeholders. At the same time, three important initiatives on the policy front are aligned with our messages and confirm the strategic importance of CCU to reach our climate and circularity goals: the 2040 EU climate targets, the Industrial Carbon Management Communication, and the Net Zero Industry Act. The momentum is growing for CCU, but there is still a lot of work to be done to present concrete targets for the extensive use of captured carbon and the replacement of virgin fossil carbon in our production processes. The role of Member States is now becoming very crucial for the deployment of large-scale CCU projects through national strategies, synchronised with continued support at the EU level (for example the April call of the Innovation Fund). Dear Members and Followers, We are happy to come to you with the last newsletter for this very rich and eventful year. You surely have observed an increasing number of announcements on industrial collaborations and financing decisions for CCU technologies throughout the year, highlighting the readiness to scale up and deploy CCU at industrially relevant levels. Last month the CCUS Forum introduced the Aalborg declaration, one of the first initiatives among EU countries clearly highlighting the importance of CCU and CCS at the highest political level (and yes, finally, the term CCUS has been separated in two). Policy efforts in further files like the Industrial Carbon Management Strategy and the Net Zero Industry Act will be continuing in the first quarter of 2024. The Innovation Fund has also opened the next round calls, a pilot auction for renewable hydrogen with a budget of €800 million and the ordinary call for projects with a budget of €4 billion. Also don't forget to check the upcoming events where CO2 Value Europe is invited to contribute and where members can profit from discounts. Still, important instruments like the Net Zero Industry Act, the 2040 Climate targets and the Industrial Carbon Management Strategy are pending, making early 2024 a crucial period for the recognition of CCU in policy. On the funding front, we were excited to see many projects with CCU elements being selected for funding by the Innovation Fund under its 3rd large-scale call and we also witnessed the evolution of the Innovation Fund to accommodate further sectors (e.g. maritime) and further support instruments (e.g. hydrogen auction). Dear members and followers, In our June edition, you will witness our participation in many past and upcoming conferences to exchange with industrial actors and authorities and to increase understanding of the contribution of CCU in reaching the EU's climate and circularity goals. On the policy front, we are slowly coming to an end of an unprecedented policy-making period with many instruments being officially adopted (e.g. REDII Delegated Acts, ETS, CBAM) and others being almost there (e.g. REDIII, ReFuel EU, FuelEU Maritime, NZIA). We raise your attention to the launch of the public consultation on the Industrial Carbon Management Strategy that will detail the role that CCU and CCS can play in the EU. The consultation is closing on the 31st of August 2023 and we strongly invite CCU followers to respond and highlight the important contributions of CCU. CO2 Value Europe will also include quantitative elements of the Roadmap exercise that we have been undertaking with our members. On internal affairs, we welcome Pablo Ortiz from Tecnalia and Frederik Verhelst from Lhoist as newly appointed members of the Board of Directors. Our Scientific Advisory Committee is also welcoming Prof. Ruben Snellings from KU Leuven as its newest member. Congratulations to the Committee for important publications in the area of CCU as you will see below. A final welcome to the CO2 Value Europe family to our newest members. On the policy front, is as busy as always with all stakeholders waiting for the announcement of the Carbon Removal Certification Mechanism and the Delegated Acts under REDII... almost as impatiently as Christmas.
