Ahead of the first EU Hydrogen Regulatory Forum on 19–20 March, CO2 Value Europe joined 11 other organisations in calling for pragmatic action from the EU to turn Europe’s hydrogen ambitions into reality.

Key recommendations:

As project developers work toward Final Investment Decisions (FIDs), it is critical that policymakers fully recognise the challenges on the ground. We urge the EU to take stock of these barriers and deploy effective derisking mechanisms that can unlock investment and accelerate project delivery.

While we welcome the organisation of the Forum, we are disappointed that the Carbon Capture and Utilisation (CCU) community was not invited to participate. Leaving CCU out of the hydrogen conversation means overlooking a key part of the ecosystem, including stakeholders who will represent a significant share of hydrogen off-takers.

To build a truly effective and scalable hydrogen economy, EU authorities must engage with all relevant stakeholders across complementary value chains. Collaboration and inclusivity will be essential to delivering impactful hydrogen-based solutions across Europe.
