The Kingdom of Denmark will hold the Presidency of the Council of the EU from 1 July to 31 December 2025. CO₂ Value Europe welcomes the Presidency’s priority of “building a competitive and green Europe” and highlights the crucial role of Carbon Capture and Utilisation (CCU) technologies in achieving this goal.
In particular, the Danish Presidency has a unique opportunity to advance several key policy initiatives:
🔵 2040 climate targets: Ambitious targets must be accompanied by coherent and strong incentives for clean technologies. Provisions favouring CCU over fossil feedstocks are essential to defossilise Europe’s economy.
🔵 IDAA and EU Chemicals Action Plan: The Presidency should ensure these initiatives work together to create a business case for CCU and alternative carbon feedstocks in products like chemicals and building materials. Missing this opportunity would risk locking Europe into continued fossil fuel dependence.
🔵 EU Bioeconomy Strategy: CCU is, by nature, a circular solution. We encourage the Presidency to reflect this in the upcoming Bioeconomy Strategy and related legislations like the Circular Economy Act.
🔵 LCF Delegated Act: CO₂ Value Europe urges the Danish Presidency to secure adoption of the Low-carbon Fuels Delegated Act and provide clarity and coherence in the CCU fuels landscape (RFNBOs, RCFs, LCFs).
🔵 Next Multiannual Financial Framework (2028–2034): The Presidency should ensure that Europe’s defossilisation objectives and CCU technologies are reflected across all sectoral discussions, from transport and energy to research & innovation and industry, including the new Competitiveness Fund.
