As part of the Clean Industrial Deal, the European Commission is launching a third Innovation Fund auction for hydrogen production under the European Hydrogen Bank.

The IF25 Hydrogen Auction aims to increase hydrogen production in Europe and help match hydrogen production with demand. The draft terms and conditions expand the scope of previous auctions to include support for electrolytic production of low-carbon hydrogen.

Key features include:

🔵 New topics: up to € 1.1 billion sourced from EU Emission Trading System Revenues will now be spread over 3 dedicated topics

🔵 Expanding support: Now covering the production of electrolytic low-carbon hydrogen and renewable fuel of non-biological origin (RFNBO) hydrogen

🔵 Auctions-as-a-Service: New options for Member States available

All interested stakeholders are invited to provide structured feedback on the draft terms and conditions before 14 September 2025. The IF25 Hydrogen Auction is planned to be launched by the end of 2025.

In 2023, the European Commission introduced a new competitive bidding mechanism—‘auctions’—to complement its grants under the Innovation Fund. This approach enables faster, more cost-effective support for scaling up mature low-carbon technologies needed for the green transition. The Innovation Fund remains one of the world’s largest funding programmes for clean tech deployment.
